The story is about an eccentric inventor who transforms an old racing car (Paragon Panther) into a flying motor-car which they named Chitty Chitty Bang Bang. A foreign government hears of his invention and resorts to chicanery to get their paws on it.
The film was based on a children's book titled Chitty Chitty Bang Bang: The Magical Car, it was written by famed English author and journalist, Ian Fleming - and yes, he's the guy who created James Bond.
